Cutting down the number of ministries does not necessarily result in reduced cost of governance. You can spend the same amount of money on fewer ministries. Ministries should be set up as functionally necessary and spending on them should be prudent. Shutting down or merging some ministries merely to cut down costs may in the end result in higher costs due to inefficiency caused by poor structuring.
