Setting up NDDC and literally handing it over to the people of the Niger Delta may have been politically soothing but developmentally unwise. Judging from what I believe the region deserves, I think direct engagement of a reputable company such as Julius Berger for a sustained period of say 10, 15 years may have been a better option. It is not yet late. From what I am seeing, NDDC is unlikely to change culture significantly in the near future
