Leaderless protesters may do well when the objective is simply to demonstrate their feelings about an issue whether concerning govt or not. This will not be the case when the objective is to get govt to effect some changes in policies or actions. Leaderless protestations have the capacity to generate multiple groups (including criminal gangs) with multiple demand lists. This scenario makes the whole thing look childish and confusing to govt, which always wants to talk back. There is definitely the need to force govt in one way or the other to know that the people are not happy so that they look this way. For now, they are looking the other way
