Jumping from system to system will not help. Mind renewal will. I understand in some countries, during census exercise, the officials simply drop forms in peoples’ homes to be completed by the occupants and picked up some other day by same officials. It is taken for granted that the people will tell the truth, and experience has shown that they indeed tell the truth. Can you imagine this happening in Nigeria? Now the question is, was it constitution amendment that made that possible in those countries? Or was it devolution of powers? Resource control?
