The thinking behind the policy is understandable. Its workability is highly questionable. A possible alternative: Allow cost of education to find its level which should help restore quality, and award widespread scholarships to Nigerians. In this case, payments are made direct to the institutions by government. Those who can pay their way through school will still do so. After all, good private schools do not lack students despite their very high fees. State and local governments should be compelled to do likewise.
