I have no doubt that the service chiefs(outgoing or incoming) are competent, able to end the war on BH in good time. In our continuing wonder on why the war is stalemated, I am tempted to suspect that their hands are tied for some political or non-military reasons or they are not given what they need (militarily) to conclude the assignment. The gaps are too obvious to explain away.
